An exciting opportunity has arisen for a Programme Manager to work for Broadland District Council as Programme Lead on a unique initiative, based in Norfolk. The New Communities Team, which this post holder will be responsible for, will be supporting a multi-project programme being delivered by the Council and its partners, bringing forward the development of approximately 10,000 new homes in the district with supporting infrastructure, including the Rackheath eco town.

The New Communities Programme Manager will oversee and co-ordinate the work of the team, and other staff, to ensure that the projects deliver the required outcomes on-time and within budget, providing an understanding of the inter-relationships between them and identifying the opportunities for further project development. This goes hand in hand with increasing local and national awareness of Broadland's growth agenda through effective communications strategies and community engagement. Working with private and public sector partners, the initial task will be to produce a Growth Agenda Programme of Development, and then oversee its implementation to support the delivery of new sustainable communities within the district.

In 2009, in an IPSOS-MORI national survey, Broadland District Council was given the accolade of the 4th best performing Local Authority in the UK in terms of residents' overall satisfaction with the council and the value for money it provides. As a result of this high achievement, culture of excellence and the willingness to embrace new ideas, Broadland District Council has been chosen by the Government as a location for one of only 4 ecotowns in the UK.

The Council requires a person with a broad understanding of the development process, who has recent experience in a senior programme role, encompassing multiple projects within a high value (£25m ) programme. This should be backed up by a relevant programme management qualification (MSP, PgMP or similar) and ideally a professional qualification in a development related discipline.The person should also be able to demonstrate experience of partnership working; coordination of multi agency programmes and successful external funding bids.

The Council is keen to encourage a broad range of applicants to apply for this post. The relevant experience could therefore have been obtained through direct employment in the public sector or via private sector consultancy. You should have an understanding of major policy issues facing local government, in particular in relation to sustainable communities, and experience of working with politicians and senior managers in the public sector. The post is offered on a 3 year fixed term contract - starting salary of up to £52,000 with performance related progression possible to £62,000. Package includes 30 days annual leave Bank Holidays, final salary pension & a sector leading flexible working scheme. Relocation expenses may also be available.
