The GNDP's website proudly mentions the fact that the GNDP has prepared a response to the Inspectors note RF75 issued on the 23 November 2010 and tells you where to click to view the response i.e. This can be viewed here.

This takes you to the Examination in Public page and you must scroll down to EiP Updates and here:

The GNDP has prepared a response to the Inspectors note RF75 issued on 23 November 2010. This response, along with responses to a number of the Inspectors’ other outstanding matters, can be viewed in the evidence base under Hearing Documents (Examination)

Which leads you on  to this page (Evidence Base) from which you must select Hearing Documents (Examination) which takes you to a list of all the documents added to the evidence base since the EiP started (the oldest, RF 1, is at the top). You must then scroll all the way down to RF 97 - GNDP Response to Inspectors' Note RF75 and finally you can download the document - easy!!
